Method

In small bowl, stir cocoa powder with 1/4 cup of the condensed milk until smooth. Stir in remaining condensed milk.

In small saucepan, melt butter over medium heat. Using heatproof spatula, stir in milk mixture; cook, stirring constantly and scraping bottom of the pan to prevent scorching, until thickened, glossy and mixture holds wide trail after spatula is pulled through centre, 12 to 14 minutes. Immediately scrape into buttered shallow dish. Let cool enough to handle, about 20 minutes.

With well-buttered hands, roll by 1 tsp into balls. Immediately roll each in chocolate sprinkles. (Make-ahead: Store between waxed paper in airtight container for up to 24 hours.) Nestle into paper candy cup, if desired.
