In bowl, beat water with meringue powder until foamy, about 2 minutes.

Beat in icing sugar until stiff, 3 to 5 minutes, adding up to 2 tbsp (30 mL) more water if necessary to make smooth icing for piping. Cover with damp cloth to prevent drying.

Makes: 1-1/4 cups (300 mL)
