I have two big smile lines. I've always had them but now, at 42, they are more pronounced and it gives me a tired or severe look. I was thiking about a lower face lift because I did not think anything else could work. What is your opinion on this?

From the information you have provided, I think you need to see a dermatologist. It is not possible to give you specific advice as there are numerous bits of information obtained from examining the skin which may change any advice I offer. There are some options to consider, including skin fillers (injected into the skin), or, if the lines are related to the movement of muscles, Botox might be considered -- although it is more difficult to use on the lower half of the face. Before jumping into plastic surgery you should chat with your dermatologist about all the options available.
