How to knit a lacy sweater with ruffles

This vintage 1950s-style sweater has a ruffled collar and lower edge. It goes well with the gloves in the adjacent pattern in Shades of Winter.

Finished measurements
31 (33-3/4, 36-1/2, 39-1/4, 42-3/4, 47)" (78.5 [85.5, 92.5, 99.5, 108.5, 119.5] cm) bust circumference and 20¾ (21-3/4, 22-1/2, 23-1/4, 24, 24-3/4)" (53 [55, 57, 59, 61, 63] cm) long. To fit woman's sizes xsmall (small, medium, large, 1X, 2X). Shown in size medium.

Yarn
Baby weight (fine #2).
Marks & Kattens Eco Baby Wool (100 per cent eco-wool; 91 yd [83 m]/25 g): beige 174, 13 (14, 15, 17, 18, 20) balls.

Needles
U.S. size 6 (4 mm): straight and 32" (80 cm) long circular (cir) needles. Adjust needle sizes if necessary to obtain the correct gauge.

Notions
Stitch holders; tapestry needle; three 7/8" (22 mm) buttons.

Gauge
23 sts and 34 rows = 4" (10 cm) in patt.

Notes
Circular needles can be used for the back and collar to accommodate the large number of stitches. Do not join. When the back ruffle is completed, change to straight needles if desired.

If a chart row begins or ends with a (yarnover, k2tog), knit those stitches.

To maintain stitch counts while shaping, if a yarnover cannot be worked with its accompanying k2tog or vice versa, work that stitch in stockinette.

With straight or cir needles, CO 215 (237, 248, 270, 292, 314) sts.
Row 1: (WS) Knit.
Row 2: (RS) K1 (edge st), p4, *k7, p4; rep from * to last st, k1 (edge st).
