Preheat barbecue to medium heat (about 350°F); grease grill. In bowl, stir together chili powder, cumin, cilantro, garlic, chili pepper, lime juice, sour cream and mayonnaise. Set aside in refrigerator.
Place corncobs on grill and cook, turning occasionally, until lightly browned and tender, 10 to 12 minutes. Spread reserved Creamy Herb Topping over corncobs and sprinkle with Cotija and chopped fresh cilantro. Serve with lime wedges, if using.
