Let ice cream stand at room temperature for 15 minutes. Meanwhile, in bowl, combine strawberries and sugar; set aside. In 4 glass dessert cups, place small scoop of tempered ice cream. Top with large dollop of whipped cream, a few of the reserved strawberries and a few pieces of meringue. Repeat with remaining ingredients to create 2 to 3 layers in each cup. Freeze for 1 hour. Spoon remaining strawberries and the pistachios over top, and drizzle with honey, if using.
