In large bowl, beat together butter, granulated sugar and brown sugar until fluffy; beat in egg. Beat in milk and vanilla.In separate bowl, whisk together flour, oats, pumpkin seeds, sunflower seeds, sesame seeds, flaxseeds (if using), baking powder, baking soda, cinnamon and salt; stir into butter mixture in 2 additions. Stir in raisins.
Drop by rounded 1 tbsp (15 mL), about 2 inches (5 cm) apart, onto parchment paper–lined baking sheets. Bake in 350°F (180°C) oven until firm to the touch, about 12 minutes. Let cool on pans on racks for 2 minutes; transfer to racks and let cool completely.
