In saucepan, combine 1⁄4 cup each sugar and water, and 1⁄2 tsp dried lavender flowers; bring to boil and cook over medium heat. Let cool; strain through fine sieve (discard lavender) into pitcher. Stir in juice of 5 lemons and 1 lime, and 4 cups cold carbonated water. Pour into 4 large glasses. Garnish each serving with sprig of lavender.
