In large saucepan, heat butter over high heat. Add onion and garlic and cook, stirring often, for 1 minute. Stir in milk and 2 cups water; stir in fusilli. Bring to boil. Reduce heat to medium and cook, stirring occasionally, until pasta is al dente, about 10 minutes. Stir in peas; cook for 2 minutes. Remove pan from heat; stir in cream cheese. Stir in Cheddar and Parmesan until cheeses are melted and texture is smooth. Season with salt and pepper. Sprinkle with additional grated Parmesan and chopped fresh chives.
