In large skillet, heat oil over medium-high heat. Add onion and garlic, and pepper, if using; cook, stirring, about
1 minute. Add ham and shrimp; cook, stirring constantly, about 3 minutes. Add rice; cook, stirring constantly, about 2 minutes. Add peas, broth, hoisin and oyster sauces; cook, stirring often to coat ingredients well, about 2 minutes. Keep warm. 

In separate skillet, melt butter over medium heat. Add eggs and season with salt. Cook until egg whites are set and yolks are still runny. 

Divide rice mixture among bowls. Top each portion with fried egg and sprinkle with green onions.
