In Dutch oven or large saucepan, heat oil over medium heat; cook onions and garlic, stirring occasionally, until golden, 8 to 10 minutes.Add beef; cook, breaking up with spoon, until browned. Stir in chili powder, cumin, coriander, oregano, salt, pepper, and cayenne pepper (if using); cook for 1 minute.
Crush plum tomatoes with potato masher; add to pot along with strained tomatoes, water and beans. Bring to boil; reduce heat, cover and simmer for 20 minutes. Uncover and cook for 10 minutes.
