Arrange salmon and green beans on foil-lined baking sheet; sprinkle oil and pepper. Broil until fish flakes easily when tested, about 7 minutes.Meanwhile, in saucepan, stir together condensed soup, milk, 1/3 cup (75 mL) of the green onions and lemon rind over medium heat until smooth. Bring to simmer.
Stir cooked gnocchi into soup mixture; simmer for 3 minutes. To serve, sprinkle remaining green onions over gnocchi; top with salmon and green beans.
